However as G33k3dGam3r said it's possible there were other people within the Hidden Valley bunker that supported Veronica. In fact if I recall correctly a certain member wanted the Courier to oust the Elder if possible.Your only other lore friendly option would be via the return of the Mid-Western branch. Seeing as they are more open to change than either the West or the East. They allowed Super Mutants, Ghouls and Human outsiders into their ranks. There is already a mod adding the Midwestern Brotherhood back to the wasteland, but they don't protect anyone or really do anything besides protect their bunker. So if there were to be a war their return would be your best bet. technically that wouldn't be lore friendly seeing as the only thing that is considered canon in Fallout Tactics is the BoS civil war that leads to the losing side going east in search of tech, all else is considered non-canon.
