Request: Thaneship Responsibilities

In Skyrim lore, thanes are supposed to be advisors to the Jarl. They don't have any decisionmaking power like the Stewards do (as the Jarls themselves put it, "It's an honorary title, mainly"), but the Jarls have a tradition of heeding their thanes' advice over those common citizens.

 

Yet, in the vanilla game, thaneship equates to nothing more than a free weapon, an extra follower in case you don't already have one (and with followers being immune to death unless YOU kill them as of Patch 1.9, you'll never be in need of a follower), and the privilege to literally murder an innocent person in broad daylight, once per hold, without consequence.

 

LAME!

 

Can somebody make a mod where, as a Thane, you can advise the Jarl to adopt new policies, and receive a salary for your thaneship based on how well you're doing your job? Think "Skyrim" by Bethesda meets "Democracy 2" by Positech.

 

Here's my vision:

You to give suggestions to the Jarl (such as raising or lowering taxes). Depending on whether the suggestions yeild good or bad results, you'll gain or lose "thane points," which represent your standing with the Jarl. At the time you're appointed Thane, you'll start out with ten thane points (which is reset if you conquer a hold and reinstate your thaneship with the new Jarl), and you'll have to earn more by giving suggestions that yeild good results.

 

For example, if you suggest raising taxes, this will improve the number of guards, as well as the quality of their weapons and armor. This may result in a decrease in crime and an increase in protection against dragon attacks, which will earn you thane points. On the other hand, it may result in some otherwise law-abiding citizens being forced to steal for food, since they can no longer afford to buy food themselves. Such a result would COST you thane points.

 

You could also suggest a shifting of public septims away from road maintenance and toward improvingt he city guard. Again, this would decrease crime and increase dragon protection without having to raise taxes (plus thane points), but the lack of road maintenance may hinder trade with other holds and provinces (minus thane points).

 

Minor suggestions (such as raising or lowering taxes, or shifting public resources) will require fewer thane points, while major suggestions (such as imposing the death penalty for petty thievery) will require significantly more thane points, so you'll really need to build up your rep with the Jarl before he or she will trust you for something so radical.

 

Future editions of this mod could include hold-specific issues, such as improving Hjaalmarch's significance among the other holds, improving Winterhold's population, or dealing with the racial tension in Eastmarch.

 

Speak to the Steward, and you'll get a salary of ten septims per day for every thane point you have. So, at the start of your thaneship career, you'll get 100 gold per day. The Steward can also show you a menu, showing the current state of that hold, showing things such as crime, guard funding, dragon protection (which is also depending upon a variety of other factors, such as the strength and maintenance of your city walls), economy, etc., so you can plan your thaneship suggestions accordingly.

 

Well, that's how I would do it, anyway.

Ok I was looking for a good idea to make a mod and I think this is it. However, i have one question, i didn't get the "thane points" part. Also do you think it would be a good idea if we had the power to deal with criminals , torture them , free them , imprison them , at will? And what do you think about their roles in the Civil War going on? DO u think they should also act as military commanders on such occassions? I'm looking forward to making this mod.
