Bought premium, download speeds are wont go above 2.5 mbps

I paid for premium but can't get my download speed to actually be uncapped, I've restarted and installed a new update for vortex but it did not fix. usually my downloads speeds are around 30 mbps.

I'm from California and my internet provider is verizon.
