I request a mod for oblivion,I asked if someone could make Justice Armor from Guilty Gear for Oblivion,if not teach me how to make it myself.

Nobody is obliged to answer a mod request, and we certainly aren't obliged to carry out the request either. Unfortunately, a lot of people make very difficult or time consuming mod requests. You're essentially asking someone to spend hours making a 3D model of an armor, texturing it, rigging it, then adding it into the game. Alternatively, you're asking if someone can teach you. 3D modelling is not something you learn quickly, it would take a long time to teach you how to do it.

 

I go through a lot of requests on the Nexus, and a large portion of requests are simply not possible given either time or effort.
