How do i put custom armor in-game?

I suggest you view Fallout 3 armors first. Start GECK, click Items -> Armors. Use right mouse button and click "New" -> Import your models, Pipboy Icon. Choose Equip Type and Biped Object, click "Playable".

I think he probably means actually adding an armour into the game itself, ie into vendors and so on. You should look at Item > LeveledItem. Look through the list and see what's what, it's pretty easy to pick up how the lists work by looking at the existing stuff (Cond lists are for conditions of your armour for example, 20%, 30%, 40% and so on, when you find the armour as loot, or in shops or whatever, Vendor and VendorChest lists are stuff you can buy in shops, and so on). By creating leveledlists and adding your stuff to them you can add your armour properly to the game as loot, buyable, wearable by NPCs and so on.
