My Water ENB plugin wont go lower in my load order

I've been struggling to move Water for ENB low enough in my load order for it to work properly

I've checked SSEEDIT for mod conflicts, disabled certain mods, made rules for the plugin to follow, I've even created a group SPECIFICALLY for this one plug in - but it still wont go any lower than 18 in my load order. Any help is greatly appreciated!!

 

I'm also running on 1.6.6+

An ESM literally can't go any lower. It HAS TO load before all ESP/ESP-FE/ESLs.

 

If there are any patches that are ESPs, those probably need to load low, but the ESM can only be with the other ESMs.
