How do I replace landscape textures in Tamriel Rebuilt?

Textures of the same name loose in Data Files\Textures or a subfolder will be used by preference over textures in a BSA. So "all" you would need to do would be to rename those replacement textures and put them in the appropriate folder. It's knowing the name and the folder that's tricky.

[Edit: Looks like that mod uses a BSA, if you redate that BSA to a later date and time than TR's then its contents should take precedence over what's in TR's]

How to I redate the BSA? Also I use the textures only version of Tamriel Textures Reloaded if that helps.

If you use the textures only version then there's no BSA to redate I'm afraid.

Just on changing file dates and times. There's this with Powershell:

https://www.itechtics.com/change-timestamp/

Or get a program. I've used "NewFileTime" in the past but its UI isn't great.

I can't recall if Morrowind goes on Create date or Modified date so it maybe better to change both if you ever need to.

I downloaded NewFileTime and changed the create date and modify date on Tamriel Textures Reloaded and it is still using the TR Data textures. I even manually replaced some textures from Tamriel Textures Reloaded and it still doesn't work.

I'm not sure what file you're redating, you said you didn't have the BSA. Regardless. So when you place texture files directly into Data Files\Textures they're not replacing the ones in the BSA? That's not how I remember things working.

I redated the entire mod folder for Tamriel Textures Reloaded to yesterday's date. I also redated the bsa for TR data to an earlier date.

That should do it. I don't know why it isn't. That's how texture replacers have worked for a couple of decades now, loose files are used by the game over files in a BSA. That's why MCP redates the base game BSAs, if needed.
