Stuttering every few minutes of walking

I keep getting very frequent stuttering every time I move in a single direction for a couple of minutes. It makes trying to play it a nightmare at times.

 

I've tried all I can to improve my performance, such as using NVTF.

 

These are my specs:

 

Processor: 11th Gen Intel® Core i9-11900KF @ 3.50GHz 3.50 GHz

Installed RAM: 16.0 GB (15.8 GB usable)

Video Card: NVIDIA GeForce RTX 3060

Installed on an external drive.

Have you checked that you haven't connected that drive to a USB 1/2 port by mistake?

Stuttering every few minutes is what the game tends to do to a lesser extent with mechanical drives, it's the game loading new cells in. I've run the game from an external SSD via USB-C on my laptop and it works fine, however I bet that wouldn't be the case if it was connected to a USB 2 port.
