[LE] What prevents the player from sleeping in certain places?

Sometimes if I try to sleep/wait in a cleared dungeon, it'll say I can't.

 

or if I try to sleep in Gerdur's house after she tells me to make myself at home, it says I can't sleep when being asked to leave (and player.istrespassing is false)

Those are defined by the cell's setup, the data you are looking for is in:

Interior Data Tab

- Encounter Zone

- Owner NPC

- Owner Faction

- Can't Wait

If you are making a player home that has some staff I would set the player home as a public area. I had a problem in a home I made with a housekeeper in that she started telling me I didn't belong there. Simpler if the house is unowned and public. The bed can still be set up to give a well rested bonus.
