Download speed goes to 0 Kb/s and up to 500 Kb/s

Tried to download the collection from the site for Skyrim and even first file with list of mods is downloading more than 2 hours.Internet is good,was modding Skyrim before and speed was fast,but now the speed can't reach the cap.Was downloading that collection 2 days ago and everything was fine until something happened and i needed to delete it and download.Can't raise the speed even with restarts and re-downloads.
