Seems that reset the Vortex state did not work, I'm going to manually delete/re-apply the user's Premium plan to see if that helps.

 

It sadly didn't work. Even after logging out, quitting vortex, reopening vortex, then logging in.

Not exactly. I don’t know what exactly fixed it, but I did two things.

The first one was changing my download folder from my C drive to my D drive.
The second was uninstalling Vortex completely, downloading and installing windows 11, then reinstalling Vortex.
So I may have fixed it by complete accident
