Dawnguard Quest: A New Order won't start?

So this is my first time ever playing through the Dawnguard quests. I just finished Bloodline where I escorted Serana back to Castle Volkhar, then I refused Harkon's gift and was banished from the keep. I then immediately fast travelled back to Fort Dawnguard, but the next quest "A New Order" doesn't initiate... Isran has no new dialogue, I've left the Dayspring Canyon area and re-entered several times, on my first re-entry I immediately fought and killed a Gargoyle but no other vampires were there. I tried waiting 24 hours, I tried waiting til night, still nothing, the quest just doesn't start.

 

I am on PC and running quite a few mods (including the Unofficial Dawnguard Patch) but not sure if any of them would cause any kind of conflict (most of my mods are companions, houses, new armors, or combat overhauls)

So are there any tricks or console commands I can use to start this quest up?

If you refuse Harkon's gift and are returned to the boat landing, the quest A New Order may fail to start.

Know this because it failed to start for me the first time I played it.

Solution from previous post.

1. setstage dlc1hunterbaseintro 30

2. setobjectivedisplayed dlc1hunterbaseintro 20 1

3. resetquest dlc1hunterbaseintro

4. setstage dlc1hunterbaseinto 20

The solution was found completely by mistake.

Hey guys, for Skyrim special edition Vigilent Talon need to be saved, hes there when you get in. if he dies "A New order" won't trigger. you either need to save him or resurrect him using console commands then setstage dlc1hunterbaseintro 20
