FF is actually reserved for the information stored in your save file.

 

And there are still limitations to the amount of data the game can load. 4096 esls with limited amounts of info in them might be fine, but 4096 esls with more information might crash the game because there's no memory space to load everything.

Well the reason I asked about the 4096 esp-fe limit was because the behavior you describe is exactly what happened when I exceeded the 254 esp limit in LE years ago. My LO kept getting altered/truncated randomly, as I recall. I might be mistaken, due to the passage of time.
