Destructible items?

You can always email Bethsoft and tell them your idea for upcoming Elder scrolls V... Just a thought

A firespell firing at a building and blowing up a wall would be difficult to do because not only would it alter the game terribly, but the nif files for buildings aren't a 4 walls and a ceiling, its a whole building. So you'd have to replace every NIF file and place each part separately manually in the game. IT WOULD TAKE FOREVER, but possible.

As for the two weapons hitting and one breaking, that would also be difficult because you'd need to add a new animation and script into the combat maneuvers, but again, that's also possible (I think there's actually a mod that does this already)

However, making it so when you hit a shield and your sword breaks is very possible and pretty easy I think. You'd use the disarm animation when you hit a shield and you'd remove the normal sword and add two halves broken halves to the player's inventory, where he/she can then get it repaired.

So someone wouldnt be able to say create a custom house that comes in balanced parts that could be knocked over as a demo of the idea. Then slowly we work off that. Or just have a default mold, then if something receives enough "Damage" it would run an animation and become another static structure? Somewhat similar to trying to put new monster creatures in the game, at least I think.

making everything destructible? Not a good idea.

But it could be done for certain scenarios. You could have a "fake" wall that hides a pathway beyond but you would need to use magic attacks to open it, etc.

Or have a bridge that has collapsible pieces as you walk on them.

I've seen both of these done in a youtube sneak peek. I believe it was Saiden Storm that did it.

It should not be very difficult for a modeler to take an existing object and slice it up to make a multi-piece destructible version. The trick is making them work effectively in the CS...such as making them "hold up" while you walk across them and then have them "break away" and fall down...or make it where it requires multiple blasts to break through the fake wall, etc.

Then again, I am just speculating about all this so take what I say with a grain of salt. :D
