Strange issues related to tagging skills and levelling after intro

I've been trying figure this out; basically when I go to the vigor tester in Doc Mitchell's house and get my stats sorted out (using Better Character Creation), once i get to the tagging skills bit, there's zero increase in the tagged skills (as in, the bonus points just don't add up to the chosen skills at all), it gets worse when i level up afterwards- my tagged skills recieve way too many points if i choose to increase them, like atleast 30 points. At first I thought BCC was the culprit, not the case; then I tried the various UI mods i have installed, still no dice- no idea what's causing this. Here's my load order for clarification, would be very grateful if someone could help me get to the bottom of this, thanks:
