Can't start main quest or get out of the census office

When trying to talk to sellus gravius with the release papers in my inventory, I get no options for the "duties" topic. Instead I get this:

Been looking around in TES creation kit and I can't find ANY dialogue references to anything even remotely close in any TR related esp files

Try using a grep tool, I use Textcrawler, to search your *.es? files for part of that dialogue.

I can't get out of the census office without the game bricking my PC. The only mods I have installed are the essentials, MGE EX, MCP purist patch etc. I had the same exact problem when trying to play on the CD and is the reason I bought the steam version.

PLEASE HELP.
