Bounties tied to ship rather than person?

Hey so I just came up with this rather great idea for a mod, if its possible atleast. Tying bounties to a ship rather than the player means that they can use another ship to travel around the systems they have bounties in, if there was a way to make ship scans only scan for a ship that is tied to a players bountry, but have people in person know you as they do now when you have a bounty with their faction, this would make it possible to travel but still dangerous on foot.

 

Any ideas how this could be done?

Well if they check the ship's registration and see who owns it... Basically your ship has a license plate, they run it, and if it is associated with a wanted criminal they try to pull you over.

This is actually something of a flaw in the game.  If you pirate a ship you still have to register it to do anything with it.  Even on the Key you have to register it before you can sell it.  Which is dumb.

Seems like the way for this to work would be 3 registration states:

unregistered/scrambled transponder - unlocked via crimson fleet or similar and requires some sort of upkeep

registered to someone else - functions like grey fox cowl attributing crimes to previous owner for a period of time depending on how ship is taken, who from, and if that faction runs into you and previous owner obviously cannot respond

registered to oneself - your ship your crime

also:

bounties on player if in own ship or not in ship
