Plugins tab missing and file not found when its present in the folder

Linked is the photos of both the vortex popup window and the file in the location that vortex claims its "missing" from.

 

I've already done all the recommended things on the list, hence why I'm here, and the 'Gamebryo Plugin Management' Extension continues to remain in a 'Failed' status, its listed as version 0.2.6, and every time I try to enable it Vortex crashes.

 

Please tell me someone knows how to fix this because I've already gone down 7 different rabbit holes within the forums trying to find the solution.

My dumbass installed the wrong version of C++, I installed the x86 instead of the x64, and am frankly disappointed in how long it took me to realize this.
