No mod is expected to be into the Oblivion install root folder, they are meant to be under the /data and subfolders there. Some utilities would be into the oblivion root folder but not mods. If you are going to uninstall all mods, the better is reinstalling the whole game, making sure to delete the oblivion folder after the uninstallation so no 'spurious' files remains there, delete the oblivion folder at the (my) documents too. You may want to backup those folders but this is about you. Remember that former savegames may not work anymore if they were done while using mods. I did what u said already but all the mods are gone, but when I go to start up the game then go to Data Files, The list of all the mods I had before were all on there even though I got rid of them all. If you erase any of these, the game will not work properly. (credits is not actually needed, but it is a very small file.) If you erase everything else and only leave these, then you will have the equivalent of clean install. Note, some music mods actually replace the original files so you may be stuck with what you have. After you get to this point, TEST it make sure it works like you want. Then make a copy of the clean \data folder somewhere outside of the Oblivion folder. This will be your backup clean data folder. That is where the data listing gets its list of mods from. Any .esm or .esp file in that folder will show up in the data list, either the one from the vanilla game ( under the play button) or the much better one from OBMM. Note that Oblivion.esm should still be there. Also, this does not get rid of your saved games as they are located in a different place outside of the Oblivion folder. If so you've run afoul of the virtual drive feature of Vista's security system. The solution is to use Bben's uninstallation and reinstallation guide to completely remove Oblivion, including registry entries.
