"Water is freezing" frost damage -- how to remove?

Somewhere along the path of modding Morrowind my game picked up a "water is freezing" spell effect any time the player touches cold water. I don't know which mod it came from but it's entirely obnoxious. Low level characters die with a toe dipped in the water. Occasionally I run into caverns where the freezing water effect is applied for the entire cavern even if the player is not standing in water. Nord characters with 100% frost immunity take frost damage from water just the same.

 

How do I figure out where this spell effect is coming from and get rid of it? The only indication I see is where it's listed under spell effects (as well as the frost damage animation, sound, and rapid hp loss).

 

I had Frostfall installed but the freezing water effect appeared before that and I've since uninstalled it anyway.

 

Anyone know what mods might do this or where I can start looking? I don't have the construction set installed.

I'd try using a grep tool, I use Textcrawler, to search your plugins for the exact string in the warning / spell effect. if you've MWSE mods then you may need to include .lua as well as .es? in the search
