Fallout 4 - OneDrive Error 396

For some reason, today I have started getting eror 396 when deploying mods.  What is confusing is that the below Steam folder is not managed in any way by Onedrive.   What has changed to cause this issue?

You should not be backing up anything in Program Files to OneDrive. This is not the default. 

If you enabled this on purpose I'd be curious to know why?

I'm not, that is what is confusing me!  My Profile is being backed up, but nothing else

My Games settings folder is under

C:\Users\<my username>\OneDrive\Documents\My Games\Fallout4\

And its also where F4SE keeps its log files

Could it be that?

Of note, this only happens for FO4.  If I switch games to Skyrim SE I don't get the same failures.

Also of note, the only failures I get are for *.txt files, readme's changelogs etc, everything functions normally from a deployment point of view except for .txts

So, my problem seems to be an issue with hardlinks.  I don't know if something got broken in a dropbox update, but switching the deploy method back to non-hardlinks has worked around the issue.  God knows what that is doing to my SSD however, so ideally I would not use it. 

 

The actual warning in the logs is
