When does it happen?

Upon opening the game? (Could be GPU driver or Windows update related or even a mod issue (F4SE plugin for example, or something that replaces a vanilla game file like the Bink video decoder .dll)).

Upon loading a save or randomly ingame? (Bad texture (.dds files) and mesh (.nif files) maybe (the game may crash when tries to load them)).

Does it happen on vanilla game? (If not, then it's a mod issue. To find the culprit, you need to disable all then reenable them until the crashes start to happen again).

it doesn't even load the main menu. what happens is when i press f4se through vortex i get a black screen witch is normal for me. usually after the black screen the menu loads. when i get the screen it shows up then crashes

So you downloaded a collection that has 719 mods in it and then added another 100 to 200 mods? It might also be crashing because you have too many mods with BA2 archives. The game will just crash at startup if you have too many of these. Try and disable some of the mods you added and test if it works then. There is also a limit of 255 plugins (that aren't ESLs).

If any of the mods you had installed had scripts, and if the mod in question didn't have an uninstallation process in MCM (Mod Configuration Menu), then you're going to need to start a new game. You can't safely uninstall mods which had scripts unless it had an uninstallation process in-game and unless you did it.

In addition, if you uninstalled any mods at all and have problems, you're going to need to Validate Cache in steam.

The safest policy is not to uninstall any mods without starting a new game afterward. Yes, you can generally get away with it if what you uninstalled had no scripts, but if you do have problems, consider that save broken.

Personally I'd never install a collection for Fallout 4, but if you did, then you're kind of out of luck trying to piecemeal uninstall mods.
