That's interesting. By hall of mirrors effect, do you mean something like this? I use this effect from time to time in some of my films. I used it in the last few weeks as well, but that's in the Supporter Section and probably not safe to link here. I think it's one of Fallout 4's more beautiful effects.

There are no restrictions on the number of static objects. It’s easy to remove the construction limit and build indefinitely. There is a limit on the number of activators (I don’t know what). The renderer has a technology that combines meshes and textures of cloned objects into one object. Accordingly, the processing of the same multiplied building element occurs faster than several elements. A building built from 3 building elements (foundation, wall, floor) of huge size requires less calculations than a building built from 100 building elements of small size.

It's a bit like that.  Try setting the ini setting that I quoted down to say... 6 (default is 4.5 iirc), and it should disappear.  Unfortunately it also means that that setting will apply everywhere.

If it doesn't then you have another issue.

It's the texture smear bug and I hate this particular bug very much.

It apparently is caused by an obscure fault in the game engine's MipMap handling, and it only triggers if there is lots of geometry to render on screen - like, going downtown with disabled precombines for example.
If you remove MipMaps from all your DDS texture files, the bug will go away, as South8028 (IIRC) found out. But I can not recommended to remove the mipmaps.
Another way to get rid of it is to precombine geometry, but that's not possible for stuff built in workshop.
