Can check Solstheim if not in Skyrim, maybe he is in Chanterelle, then using the console command player.moveto 02003477 it turns out he is in The Shire. It is difficult to think and discover where he might be, and not want to start a new world with its quests just to get to Gunmar. The quest journal could mention which worldspace he is in.
