How do I upload attachments? And something else...

I was curious about the procedure for uploading attachments for the My Attachments profile area and couldn't find anything. Thinking maybe it was a premium feature or supporter at least, I went looking over perks given to members and realized I was close to being awarded Supporter status. However, I use an Ad-Blocking browser. Am I still eligible if I reach 1000 UDL? By reading the below from Download speed caps, Adblockers, and different types of membership, I found one ambiguous phrase of which I've emboldened and underlined:

On the flip side, we do not want to punish users who want to use Adblockers but do not financially contribute to the running of the site. There are myriad different reasons why users choose to use Adblockers, and a lot of them are perfectly valid. For these users, their experience is not changing at all. They'll still be able to browse the site and receive the exact same experience as they always have done in the past.

I know it says that you don't want to punish those who use Ad-Blockers but does the 'exact same experience' cover the rewards gained from milestone achievements? Supporter, One month Free Premium and so on. Because here's your definition of a Supporter, relevant phrase emboldened:

This tier includes "Supporters", recognised mod authors and users who do not use Adblockers. Supporters are users who previously bought a Premium Membership that has since expired (or who have specifically bought the "Supporter" membership from the site for a price of £1.29)

So, therein lies my confusion.

Maybe I'm over-thinking again. I'm still wondering about how to upload attachments though.
