E.g., if SomeRandomMod.esp requires SkyUI.esp, then SkyUI.esp has to come before SomeRandomMod.esp. (I don't use Vortex myself -- been using Mod Organizer for more than a decade -- so others will have to point to where that is in Vortex.)
