Both Vortex and .NET are freshly installed, yet od installation failed, because .NET damaged and not installed (yes, both)

I recently updated my drivers to win10 and deleted and reinstalled Vortex to prevent any issues. I intalled the necessary software, .NET and then Vortex, both installations went without issue. But now when I try to install a downloaded mod, a window pops up:

 

ModinstallerIPC.exe

You must install .NET Desctop Runtime to run this application.

Architecture x64

App host version 6.0.30

Would you like to download it now?

 

When i chose no, becauseI already installed it, a window pops up in Vortex:

 

Mod installation failed

The mod installation failed with an error message that indicates your .NET installation is damaged.

Click "repair" to automatically download and repair the installation.

 

No matter how often I repair .NET or reinstall both programms, nothing changes

What can I do?
