The Notice Board (should be) in Skyrim

MannyGT has left us a working mod; The Notice Board still works. That being said, there are quest varieties you really don't want on Soltsheim, Dwemer Technology being fairly high on the list. (Anyone who found one of the Cubes locked in the Dwemer location you can't enter until you take The Path Of Knowledge knows exactly what I mean!)

Missives is another alternative that already exists.  Though I have yet to try either it or The Notice Board in my own game yet.

This is true. (I prefer the Notice Board as they're outside inns/taverns, but it's personal preference)

Honestly, it's down to quest content and where the stuff spawns. I compare Fallout 4 and Skyrim often, because many modders work in both. FO4 had much ado about vanilla quests needing to be restricted to the Commonwealth after the DLCs came out, so this is familiar territory.
