Recently, when I exit an interior cell (such as bits and pieces) all NPC outside have disappeard. If I save and leave game and come back they are all there. Any ideas why?

Is it your birthday? Maybe they're planning a surprise party and are hiding.

I haven't experienced that in Skyrim as far as I know, but you could try a few things short of restarting the game:

1. player.moveto player  (somethings for me get fixed by this)

2. use the wait option to wait an hour

3. fast travel to yourself

4. look under the bed

I never thought of the birthday party, That is actually a good idea for a mod. but I tried all those  things and I guess I will start a new game.

I remember once, in Solitude, that I couldn't find certain characters in town.  I was wandering around and found them at the Bard's College celebrating the Burning of the Effigy of High King Olaf One Eyed - again.  I started to think that, 'Well, this is supposed to be a yearly celebration.  So, maybe it was that time of year again.

Only, they celebrated for several days and it wouldn't stop.  Turned out to be a bug.  I can't recall how I fixed it, but there was a fix for it.

I was having similar issues and huge gaps in the ground in places that made me fall/clip into nowhere. This mod fixed all of it. You might give it a shot.
