I've had curiously corrupted files in the game-folder that cannot have been what windows told me they were. Windows repair, "sfc /scannow" in comand prompt, "DISM /Online /Cleanup-Image /RestoreHealth" after that. I'm sure I don't have to mention the usual culprits "verify game files" and file permissions. Are you reinstalling older versions of the distributables, e.g. from before the catastrophic update? Did a naughty mod rearrange the game files? Check for duplicate "PATH" entries if any of the bethesda-ware have put something there. Also check the PATH variables for any terminal you are piping through. Microsoft have been messing those up lately (new crew). Copy the compiler config file from somewhere/someone else. Alternately use Caprica to compile/ and assemble scripts. I solved the issue by downloading this all in one program https://www.chip.de/downloads/All-in-One-Runtimes_37449838.html I can't say what happened or why it suddenly works but here you go.
