laclongquan Posted September 9, 2024 Share Posted September 9, 2024 I think not. It's very easy to see example: Hoover Dam, the part from Visitor Center to the shack that block the way. It got plenty of new NPC appeared in final battle that wont appear before that stage. So they all in initially disabled status. But that part is nicely smooth in beginning to middle game. If you play Tale of Two Wasteland the river right in front of Citadel can serve as another example: The battle with Enclave blocking the bridge, and the mecha stomping up the bridge to break it is nicely seasoned with booms and lots of NPC with high HD (power armor).
