I can't change the NPC's outfit.

Yes, the console says that your mod the last thing affecting her Base ID. I'm not sure if I haven't exceeded the mod limit, but converting your mod to esl didn't solve the problem.

 

If disable your mod and Bijin, then the console indicates the last thing affecting her Base ID is Update.esm.

If my outfit changing mod (and Bijin Wives) are indeed enabled, and console indeed states that my mod is the last one affecting her BaseID, then there must be something among your other 600+ mods that messes with her outfit, likely via a script.   Unfortunately, those things can be a real pain to track.

I found out that this is the Armor and Clothing Extension mod, if disable it, then the priestess changes clothes. But I don't understand how to combine them, I created a new mod and added Armor and Clothing Extension as a master, but it didn't help.

 

UPD: Armor and Clothing Extension uses scripts in which clothes are installed via SetOutfit()

@TheXXI when you load a esp in the kit and intend to use it as a "master" you have to esmify it, which is flipping a binary bit in the plugin header,  which makes it an ESM with the ESP extension, (like the official patch) so just changing extension one will not work, plus you need the esp extension for game play.. 

Very important, that is just for the Creation Kit, for testing and game play you need to flipped it back to standard esp.

You can achieve this with either xEdit or Wrye Bash. MO (either version)  or Vortex as far as I am aware will not help you here. Your patch should have these masters

  • Skyrim
  • Bijin Wives

I cannot see you needed the • update has a master, but I could be wrong

Regarding activating the entire load order, that just simple conflict resolution..  use xEdit to find it, while being aware the game loads at the index of FF and overwrites everything you see in XEdit. (why people always say use a clean save) so what you see in xEdit actually this what you see in game

If you intend to do this, you need to become more proficient with xEdit, that is where you are failing and it shows

Edit: since I just implied it and did not outright say it, I mean esmify Bijin Wives, throw you broken plugin away, and make a new one, it should work, trust me doing it right is easier than fixing what you have done

@scorrp10 He made wild edits, and even auto clean won't clean that, and as far as I am concerned, he proven he cannot use xEdit.. he needs to throw the broken plugin away or have a big learning curve to fix what he has done..

@TheXXI manually cleaning your wild edit with xEdit, then esmify Bijin Wives, and using your existing plugin is the way to go, but can you do it?

Never had a need to ESM-ify anything,   At least not with CK Fixes/CKPE.    Just tick off whatever plugins needed as masters, works just fine.  

His load order was fine, too.    And his edits weren't wild.   The problem was the  Armor/Clothing  Extension mod which (among others) loads Senna as alias and overwrites her outfit with a script.
