I always CTD at a certain part of the starting dungeon... the game will not let me past

The exception is too generic to be sure of exact culprit, but I noticed some things you could try:

Crashlog is mentioning Increased Town Guards mod, maybe it's somewhat problematic.

Also I would uninstall these OBSE plugins for test:

OBME - in comments is often reported as unstable.

Pluggy - it adds its own support for things fields, strings etc. However as newer versions of OBSE also implemented most of these, this makes this plugin rather obsolete. Sometimes reported in comments as unstable too, so if you don't use a mod which needs it, uninstall it.

MenuQue - it adds support for custom GUI and additional fonts. If you don't use mods which needs it, uninstall it for tests.

NVAC - often viewed as controversional. Is also made for Fallout New Vegas, not for Oblivion.

MenuQ and Pluggy is required for several things... OBME I forget installing it, maby it was required for my last list and I just included it I forget why... only installed NVAC after the crash didn't go away.

 

I will get rid of town guards and track down OBME to see if it's a hard requirement. 

 

What exactly is the deal with it? I always hear people bashing it but never hear the exact reason aside from some generic comments about it messing up stuff in the long run?

It was the Increased Town Guards mod That was the problem.

 

OBME is not installed. Instead a version of it comes with a mod I rather like

Also avoid any better city mod, specially better Imperial city. Your saves cannot hold it all, well store it all. The game will crash when you leave the city. We did not have these issues 2006, but now they will not work. Maybe because of those plugins that we now use? I used to fill my cities with plants and stuff, not any longer.
