.Net help please

I have not been able to run vortex because of this .Net problem. I have uninstalled and reinstalled a whole bunch of different .nets along with the microsoft repair tool. Everytime I hit fix, it downloads the .net then does nothing. Even on restart of my computer and vortex I get the same error. When I click fix, vortex allows me a little bit of time to click other things on it while the .net is installing, I was able to uncheck the sandboxing option and I continue to receive this error. I have check the modding wiki and followed a few steps from there, as well as some steps from reddit. I copied and pasted the command prompts and still nothing. I truly believe this is a problem with my computer and not a vortex problem, but if anyone has any ideas to help out I would appreciate it. I cant even play fallout because I cant click the play button on vortex. Screenshot below for reference.
