Deployment Problems

Trying to mod mb2, and have before successfully. For whatever reason now Vortex, which always gives me problems, can't deploy any of the mods installed. 

"(X amount) files were not correctly deployed (see log for details) The most likely reason is that the files were locked by external applications so please ensure no other application has a mod file open, then repeat deployment." 

I've already moved the staging folder over to the same drive, and have troubleshooted everything suggested by previous forums. I think the problem is i've had this game installed on my c drive before and deleted the game and reinstalled it months later on my d drive which must have confused vortex or something. Even after moving everything around it still seems to not work. Also prevents me from launching the game through Vortex with an error:

"failed to run tool"
