I don't exactly like Steam and usually play Bethesda games with either Game Pass or their GOG release. I hope it's possible and allowed, it is free after all... According to what I have been reading, you can download from steam for free, even if you don't own the game.... (I have not tested this personally, as I own the game on Steam.....)
