Failed to update masterlist

Dose anyone have this issue, every time I load up my vortex mod portal I keep getting the message " Failed to update masterlist ".

I have going through some trouble shooting suggestions, like disabling mods and readding 1 by 1, I have deleted the masterlist folder and re started the portal to force a fresh masterlist folder, but still get this message. can anyone help or give me an idea of how to fix this please, has been going on for months.
