Armed - shoot him

Unarmed - shoot him, check body for weapons

Trying to surrender - shoot him anyway, we'll just end up feeding him in prison

Running away from you - shoot him, he might come back later

Just standing around in a military uniform- shoot him, just in case

Civilian - shoot him if he looks suspicious or gets in your way

Drives a suspicious looking car - shoot him

Looks/acts suspicious - shoot him

 

It works quite effectively, I like it that way.

@Werne: So we can interrogate them and try to get information. Also, we try very hard to avoid civilian casualties (but still fail horribly at it).
