Vyxenne
The quest that handles the exectuion is SolitudeOpening. I was able to fix this using the console and the following commands. Also I exited the console and waitied for a couple of seconds between each command: bring up the console and select Roggvirkillsetstage SolitudeOpening 10setstage SolitudeOpening 20setstage SolitudeOpening 30setstage SolitudeOpening 35setstage SolitudeOpening 40 Once complete you can check with 'getstage SolitudeOpening' and it should progress to 45 on its own. After the last command you should see the crowd start to disperse normally.I know Arthmoor said this bug has nothing to do with LAL, but this is my first playthrough using a character created via LAL, and for the first time in over 50 playthroughs I had two main-quest bugs: The Whiterun map marker disappeared (allegedly because I spawned in Riverwood and went to Whiterun before going back to Helgen) and I could not "discover" Whiterun at all, and now this bug- no Roggvir execution upon entering Solitude for the first time, everybody just standing around. So, with all respect to one of the best Skyrim modders in the world, I am forced to take Arthmoor's denial with a grain of salt. The proof of the pudding will be my next playthrough wherein I use all the same mods except for LAL. I had to use a mod :nuke: to force-generate a map marker for Whiterun, and I had to use this workaround (above) to fix the non-execution in Solitude. So thanks, mattlock73 for sharing the name and stages of the undocumented, hidden "SolitudeOpening" quest.
Kojak0
If I may add to this old problem: When I enter Solitude there is only one person at the stage, one of the elven women from the clothes shop, so I can't even try to advance the game by killing Roggvir. I have tried pretty much all the setstage commands suggested as well as trying to sleep, wait and so on, but nothing helps. And here's the kicker: the game is freshly installed without any mods whatsoever. The only problematic part is that I have Barbas and Lydia joing me, but how they could affect the game, I have no idea. I did try to kick Barbas out before entering, but no luck. So, I'm quite stumped to be honest.
pcgibson33
OK so i was having this same issue, I assume it's open cities mod bc I haven't used alternate start. I tried uninstalling open cities, didnt work (left it uninstalled). Then I tried killing Roggvir and nothing happened (left him dead) and I was about to start the burning olaf quest. Then I noticed I had a quest marker inside solitude, but it would disappear when I entered the town. So i used the ~TCL command and walked through the walls only to find the group of missing people just huddled together underneath the town. How I fixed this issue: Using the ~ console commands. I selected each person, one at a time, and would go back to the entrance and use the 'moveto player' command and they all just walked right back into solitude and went back to their normal npc routines. I haven't checked yet but I wonder if it's like this for other cities.
MattRoszak
My Theory is that there are many script mods or bad coded script mods in work. I can confirm that Live Another Life has nothing to do with this, the problem is that the scripts running behind the scenes are many and as such the game is confused. I don't have many script mods but some of these might be an issue by the fact that there are alot of scripts running together. i have no idea if all of these are script heavy but these are my guess: Immersive Patrols, Immersive World Encounters, Convient Horses, EFF, Sneak Tools, Lazy Tools, Law Bringer, Alternate Start, XMPSE. The rest are followers and weapon/armors along with combat stuff that really doesn't mess with anything. (None of these mods are bad they are all very good, and i'm pretty sure they are well scripted, but they are going a bit ham requiring refresh from console or by an trigger, example the Civil War quest.) I might have missed other mods in my list but that's probably because i don't think they are an issue.
