But I would like it to contain a reasonable amount of talking and multiple choises. Like joining one of the councillors etc. Something that gets the player really involved into the isles situation. How about if it's all happening in Naiveen so you can choose to stay out of their business like they stay out of yours? (Like, maybe some necromancer trouble and you have a small battle in Capital City, but you ask Naiveen for a little assistance and they won't help, so why help them) of course you wouldn't be aware of what's really going on in Naiveen. Corruption, bribing etc. The Councillors fighting over something big and the Elves from Naiveen meddling into their business... Like sending spies and trying to get involved into the council. But the Elves turn out to be sieged by vampires, and it turns out they're making an army of controlled elves. The vampires are elves, for a while Naiveen was in dispute about the spread of vampirism in their city, but the vampires claimed they could "control" it, and through lots of bribing, coercing and assassination they took over. Of course Capital City didn't know of this, but now Naiveen has become more walled in and secluded than ever. Alternatively, elven spies have appeared all over Capital City! This drives the councilor irate, but he finds that the councilor of Naiveen has disconnected all communications. Now they watch and wait as all the councilors except the one of Capital City slowly become vampires and disconnect communications... too evil? That part could be taken out maybe...
