As 50% of the population of Vvardenfell is Dark Elf and about another 10% elves of other kinds the place is actually crawling with elves. Presumably in days of old Skyrim had no elves and to see one was quite an experience. So the expression 'seen any elves' probably had a different meaning. Now when they are surrounded by them they find it funny to recall those old days when seeing an elf was unusual. But the Nords are always cracking jokes of rather odd humour.
