I'm not entirely sure what's wrong...

Sorry I didn't explain much but I need help figuring out what I should do at this point. So basically I was playing vanilla Fallout: NV on Steam for awhile and decided to add some mods I don't remember all of them exactly but some mods that changed body textures and stuff and Nevada Skies, and some mod that makes everything far away looked blurred and what not. I downloaded and used Nexus Mod Manager and Fallout Mod Manager because I thought you needed the latter to use some mods. And I used them both for different mods I looked it up and was under the impression they didn't clash. Yeah thats all fine and dandy so I thought and I go to start up Fallout: NV through Steam as you would and almost immediately it crashed so I deleted some mods still crashed just not as fast. After awhile of tinkering with my mod managers I decided "Hey, why not delete everything and wipe it clean." And so I did, deleting every mod I could think of through the managers as well as actually deleting the managers, the games local content through steam AND through the Documents/My Games folder oh and through the Steam Apps folder everything I could find GONE. I proceeded to re-install Fallout: NV and when I started it up it worked BUT, every time the game is about to start like past the loading screen it crashes I really need help. Thanks.

Thanks for reply, I tried it and it's still crashing. However I did see something weird, it said there was one file missing, so I tested it, didn't work blahblahblah and I went to "verify integrity of game cache" again, and it said I was missing one file again, I kept testing the game and verifying, everytime it would say there was one file missing but it would never work, idunno.

Sorry. Should have mentioned that one file missing is normal. So your FNV data folder doesn't have any esps? FNVedit can usually find the reason for crash at load screen. The last time I had a crash at load screen I fixed it by reinstalling The Unified Hud Project (missing xml file or something).
