Fallout 3 Won't Start

So I recently downloaded Fallout 3 again to replay through this awesome game, but the game just won't start.
It gets to the launcher but as soon as i click play, nothing happens. I tried tools to disable gfwl but they need a Fallout.ini file and because the game hasn't been launched yet I don't have one.
I've tried to run in Vista SP1 compatibility mode but that doesn't work either.

Any help would be appreciated.

Specs:

CPU - i5 2500k @ 4.3GHz
GPU - MSI GTX 670
RAM - 8GB
OS - Windows 8.1

I just reloaded GoTY edition, including the dlc disk on my new upgraded PC. It's not tip top of the line, but it runs Skyrim great. I started the game after installing disk 1 and the game started fine . Closed out and installed disk 2. The game won't start and this error message appears, The ordinal 5360 could not be located in the dynamic link library xlive.dll. which I presume is for Games for Windows Live, which I never intend to use. And the game won't start now. Any ideas? Thanks.

Correct. You'll have to update GFWL. Link: http://www.xbox.com/en-US/LIVE/PC/DownloadClient

 

Next, try starting Fallout 3.

 

Of course, nobody still actually uses GFWL, so you can disable it via this utility: http://www.nexusmods.com/fallout3/mods/1086//? (starting the game through FOSE will also disable GFWL)
