Having war gives a message to everyone else that you are strong, either weaker or stronger than your opponent, but still strong.

Too much war has already failed numerous of times, lets take Louis XVI for example. Sent money to America to show the rest of the world he's strong, amd didn't care about the people. He ended up dead along with his heir and wife.
