Erm, as far as settings, from the limited amount of oblivion I've been able to play, what about at night, with one of the oblivion portals somewhere in the background. The light effects that they produce would probably highlight your assassins colours etc fairly well, y'know what I mean, suitably dark and foreboding. Anyway thas just IMHO...
