Hmmmmmm... i used hand to hand so that always works on both of them but i just got mace of molag bal so i just smash them until they dissapear... :D

 

lightning always seems to work, i got a cool spell of someone in the university... storm or something little expensive but extremly effective.

Silver weapons, Daedric weapons, and enchanted weapons (even if they have no charge left) will damage ghosts and will o' wisps, as well as wraiths and any other ethereal creatures. Will o' wisps are a bit more tricky than the others as they absorb health, so I tend to spam them with a fire touch destruction spell 20pts and that generally kills them faster than they can suck health from me. But that is because I have 50% spell absorption from my birthsign I guess. ^^;

My summoned Dremora Lord didn't seem to have any problem with will o' wisps (Master Level Conjuration) but that was probably overkill.

 

Something I haven't gotten around to checking yet is whether it is the bow or arrows (or either) that is counted for shooting creatures with normal weapon resistance. I also haven't checked whether a "poisoned" weapon work like an enchanted one given the magic effects of the potion used to poison it.

Best way to kill Wisps is to alternate a short duration invisibility spell with several backstabs and evasive maneuvers, I always say. If you try and hack them down toe to toe with a silver/Daedric or magic weapon, they'll usually absorb all your health/fatigue faster than you can attack them, but backstab and invis before they can cast and you're good to go. Ghosts aren't much problem, just hack away with a silver/Daedric/magic weapon. In response to Bates, the enchantment or material of the bow is what matters I'm fairly sure, though silver arrows could probably still hit them. Some creatures have resistance to magic or poison, if they're immune to poison but not magic, no forms of poison (even frost/fire/shock damage) will hurt them. Likewise, if they're immune to magic but not poison, you can hit them with some spells but no poisons, not even elemental damage ones. Poisons don't count for enchantment value either, a poisoned unenchanted iron dagger won't be able to hit that ghost.

Since you mentioned a spell from the Arcane University, here's a little tip for leveling your destruction pretty fast in a short ammount of time. (You must have access to the Arcane University and have a destruction skill of at least 50). Go to a spellmaking alter and make a spell of shock, fire or ice (preferably fire because it seems to be more effective with more creatures and it just looks cooler) and make the damage as least as possible, after doing so make the area as most as possible, 100 feet. Go into a cave and let loose, it's rather funny because some enemies start fighting among them selves.
