There's nothing wrong with the English the OP used - he wants to know if someone can make a petrification spell (which is significantly different than paralysis - think Medusa), and make Ice Form a permanent effect, presumably with the intent of freezing an opponent solid so you can shatter them.

I only understood the petrification part. Anyhow, freezing npc solid shouldn't be hard. Only thing you have to do is to make spell that kills target and attaches the "ice form" effect on him. I think this is one more "To do" spells on my list. About petrification, it'd need custom effect and I don't know how to do that kind of thing.
