Edit: I found the answer to my own question here: K'Sharra prophecy After finishing the Sheogorath's questline, if you talk to Bhisha he will make a reference to the K'Sharra prophecy from the Sheogorath's Shrine quest in Oblivion. Also if you have not completed the quest and you finish the main questline it will actually be Haskill talking to you instead of Sheogorath and he will talk about how it is weird that you are praying to yourself making for a little entertaining change to what is now your daedric quest. Also, is it just coincidence that Kvatch is the only city whose mages guild didn't specialise in a school of magic. Also, have you noticed that Kvatch is completely different to all the other towns? It has an arena, the castle is laid out differently etc. Well there are some cells in one of the other cities ( I think Anvil, but Im not sure) that have "arena" in thier id. WHy does Arnora have 2 amulets? Do i have a bad memory (i did this quest forever ago)? Apparently she was afraid of being robbed and so locked the real amulet, an heirloom, away while sticking with a decoy in public view. Honestly, I see no sensible reason behind it except to further illustrate the distrust that grew between her and Jorundr. Which imposes the question: between the two of them, who do you really think is telling the truth (or the 'more truthful' version)? I'll put it another way: 1) who do you think killed the guard when they robbed the tax shipment? 2) how do you think the Bruma City Guard was able to nab Jorundr— chance or betrayal?
