I've never seen them available for download on any of the mod sites, so you'll have to find someone with the character that you want. Put the save file in your morrowind/saves folder, then load it normally. Of course you'll need to have the same mods as they use, so be sure to get that list. I assume you mean player character, right? If its an npc mod, follow the directions given in the mod file you download. Oh, and please use a different color... that's really hard to read!
