NV keeps crashing

First, get rid of LOOT. All of it. Don't use it again.

 

Download and install B.O.S.S. http://boss-developers.github.io/

 

Your load order is a complete mess. Do not use LOOT again. The very first file that MUST appear in your load order is FalloutNV.esm. If it is not first in your load order, your game will not load.

 

After you have your load order sorted out, check it over and make sure everything is as it should be.

You also have Nevada Skies - TTW edition and you do not have TTW (Tale of Two Wastelands) and Fallout 3. Disable and delete TTW edition.

 

Disable and uninstall EVE - No DLC and EVE- No GRA, you have both the DLC and Gunrunners Arsenal. Do the same with Project Nevada. And check you load order for other mistakes like this.

 

Compatibility patches are to load after the last mod they are patching.

 

You also have a lot of patches for which you do not have the masters. Disable and delete them.

You do not delete the unrecognized mods, you place them in the proper order manually. BOSS does work with FOMM if both are installed correctly. I have used both together.

 

If BOSS is not correcting your load order, you have other problems.

LOOT is the direct descendant of BOSS. It's original working title was BOSS v3 - But the BOSS team made so many changes it was a complete rewrite of their older BOSS, so they gave it a new name. It is by the SAME team. It uses a somewhat different method of organizing the load order. While BOSS s dependent on constant updates to a master list to add new mods, LOOT uses a method that looks at what the mod does and makes a decision on order based on that. Eventually BOSS will go away as it will no longer be supported. With each iteration, LOOT gets better at placing mods.

 

For now, BOSS is still being supported, but the updates to the master list are becoming further apart.

 

I have used LOOT with Oblivion, Fallout3, Fallout NV and Skyrim - and it has worked very well for all of them. That does not mean it's perfect. And it cannot find all compatibilities. And - YOU still have to actually read and do what the error messages tell you. But from my own experience it has found all of the same incompatibilities that BOSS could as it works with the same information.
